dc.description.abstractEssa pesquisa registra os limites e potencialidade das Equipes Multidisciplinares instituídas nas unidades escolares de educação básica da Rede Estadual Pública de Educação no Noroeste do Paraná, como mecanismo de política pública de ação afirmativa educacional voltada para dar efetividade à Lei 10.639/03 e à Educação das Relações Étnico-Raciais. Foi desenvolvida sob o olhar de um pesquisador participante, militante sindical e do movimento social negro. A análise desse objeto iniciou com o processo histórico que produziu exclusão e o grave quadro de vulnerabilidade educacional da população negra, bem como processo de conquista de políticas públicas de ações afirmativas educacionais em favor da população negra paranaense, que culminaram na instituição das Equipes Multidisciplinares. O cerne da investigação, a partir do estudo de caso das equipes multidisciplinares do município de Paranavaí, possibilitou identificar elementos de limitação e de potencialidades dessas Equipes Multidisciplinares. O método de pesquisa qualitativa, documental e bibliográfica e de estudo de caso, contou com uma farta documentação obtida pelo Ministério Público do Paraná que desencadeou um Processo Administrativo para monitoramento da implementação da Lei 10.639/03 na educação paranaense, bem como junto à Secretaria de Estado da Educação do Paraná (SEED), ao Núcleo Regional de Educação (NRE) de Paranavaí, às Unidades Escolares, cujas Equipes foram investigadas e junto aos movimentos sociais afetos a essa causa. Numa abordagem interdisciplinar e multicultural crítica, o objeto foi investigado a partir de um referencial teórico articulando uma perspectiva histórica, crítica e multicultural, tendo a raça e classe como categorias fundantes no processo de formulação de políticas públicas educacionais para a população negra.
dc.description.resumoThe present research traces the limits and potentiality of the Multidisciplinary Teams implemented in the State Public System in Northwest of Paraná, to be used by the basic education school units as a mechanism of affirmative action policy aimed to make the Law 10,639/03 and the education of Ethnic-Racial Relations more effective. The study was developed from the perspective of a researcher who is a labor activist and member of the black social movement. The analysis of this subject began with the historic overview of the process of exclusion and extremely vulnerable educational framework directed to black population as well as the trajectory to achieve public policies and affirmative educational actions in order to benefit black students in Paraná, resulting in Multidisciplinary Teams implementation. The core of this investigation started with a case study of Paranavaí multidisciplinary study teams, making possible to identify barriers and potential elements of this Multidisciplinary Teams. The research used qualitative and document analysis, literature review and case study methodologies, featuring an extensive documentation provided by the Public Ministry of Paraná which triggered an administrative process to monitor the way Law 10.639/03 was implemented all over the state education system as well as in the Ministry of Education of Paraná (SEED), the Regional Education Center (NRE) of Paranavaí, school units - where teams were subject of this investigation - and social movements related to this cause. Under an interdisciplinary and multicultural critical approach, the subject was investigated from a theoretical framework articulating a historical, critical and multicultural perspectives, considering race and class categories as founders in the process of formulating educational policies directed to black populations.
