dc.description.abstractO presente estudo objetiva realizar uma análise do Plano Nacional de Educação vigente e, para tanto, buscou-se investigar as metas contidas nesse documento procurando averiguar se as ações destinadas ao campo educacional – presentes no documento em estudo - estão sendo cumpridas conforme estabelecido pela lei que regulamenta o atual plano. Elegeu-se o Plano Nacional de Educação - PNE como objeto de estudo por se entender que este documento configura-se como uma Política de Estado a qual expressa as concepções de educação vigentes no país. O Plano em destaque foi instituído a partir da Lei nº 13.005, de 25 de junho de 2014, com vigência de dez anos. A partir deste estudo, destacam-se alguns problemas do campo educacional que pudessem justificar a necessidade de um documento de grande significado para a educação brasileira - como é o caso do Plano Nacional de Educação. No decorrer das reflexões, passa-se a compreender algumas motivações do PNE e alguns resultados do plano anterior, considerando que a protelação das metas e estratégias do PNE anterior continuaram a ser pauta de discussões do plano atual. Percebem-se na conjuntura, alguns interesses políticos que adiaram bastante a aprovação do atual documento, colocando em dúvida se a educação brasileira é realmente prioridade para o país. Para desenvolver a presente pesquisa, de natureza qualitativa, utilizou-se um levantamento bibliográfico no direcionamento das discussões. Assim, realizou-se aqui a análise do PNE 2014-2024 que se expressa na Lei nº 13.005/2014 e de documentos que fazem o monitoramento do PNE com o objetivo de acompanhar a execução das metas e estratégias contidas no PNE. Na primeira seção trata-se das políticas de educação e, em decorrência, o Plano Nacional de Educação; na segunda seção, abordam-se algumas fragilidades, expectativas e o processo de materialização do PNE; já na terceira, contempla-se o processo de monitoramento das metas do plano. Nesse processo de estudo, constatou-se que o PNE efetivou-se à luz das discussões da Conferência Nacional de Educação, porém nem tudo que fora proposto nessa conferência foi contemplado no plano. Existem muitos desafios para que todas as metas sejam realmente materializadas. Algumas caminham para sua concretização, outras estão à mercê de manobras políticas. Com a previsão de redução de investimentos na área educacional - em decorrência da PEC 55/2016 - muitas ações previstas no PNE parecem ameaçadas, pois, para se efetivarem, precisam de investimentos. Contudo, ainda se encontra no terceiro ano de vigência do plano e se espera que haja mudanças na conjuntura sócio-política econômica do país até o ano de 2024 e, consequentemente, haja melhoras nos resultados.
dc.description.resumoThe present study aims to carry out an analysis of the current National Education Plan and to do that, it was sought to investigate the goals contained in this document, seeking to verify if the actions destined to the educational field - present in the study document - are being fulfilled as established by the law that regulates the current plan. We chose the National Education Plan - PNE as an object of study, because we believe that this document is a State Policy that expresses the conceptions of education present in the country. The Plan in focus was established based on Law 13.005, dated June 25th, 2014, with a ten-year term. With this study we raised some problems of the educational field that could justify the necessity of a document of great significance for the Brazilian education - as it is the case of the National Plan of Education. In the course of the reflections we started to understand some motivations of the PNE and some results of the previous Plan, considering that the postponement of the goals and strategies of the previous PNE continued to be the subject of discussions of the current plan. We realized in the conjuncture some political interests that delayed the approval of the present document, doubting if the Brazilian education is really a priority for the country. To develop the present research, of a qualitative nature, we used a bibliographical survey to carry out the discussions. Thus, we performed the PNE 2014 2024 analysis that is expressed in Law 13.005 / 2014 and documents that monitor PNE, in order to monitor the implementation of the goals and strategies contained in the PNE. In the first section we deal with education policies and as a result the National Education Plan. In the second section, we discuss some of the weaknesses, expectations and materializing process of the PNE, and in the third, we consider the process of monitoring the goals of the plan. In this process of study we found that the PNE was effective in the light of the discussions of the National Conference of Education, but not everything that was proposed in this conference was contemplated in the plan. There are many challenges for all goals to be truly materialized. Some are moving towards their realization, others are at the mercy of political maneuvers. With the expected reduction of investments in the educational area - as a result of PEC 55/2016 - many actions foreseen in PNE are threatened, because in order to be effective they need investments. However, we are still in the third year of the plan and it is expected that there will be changes in the sócio-politics -economic development of the country until the year 2024 and,consequently there will be improvements in the results.
