dc.description.abstractNo presente trabalho, apresentamos uma discussão sobre as políticas neoliberais e suas influências sobre o sistema educacional, destacando as reformas educacionais brasileiras. O fato é que nem sempre estas interferências são explícitas e a comunidade escolar consciente delas. No entanto, trata-se de um tema que interfere na construção da sociedade e, portanto, atinge direta ou indiretamente toda a população brasileira, porém, muitas vezes, os principais envolvidos, alunos e professores não participam efetivamente das discussões que requerem seu protagonismo. Assim, esta pesquisa, de cunho qualitativo, fundamentou-se na leitura de documentos e artigos pertinentes para subsidiar nossas discussões acerca das reformas educacionais, destacando a atual reforma, que é a implantação de uma base nacional comum e como ela refletirá na organização curricular da escola, na formação do professor, no trabalho docente e na vida dos educandos. Destaca-se que o principal objetivo para a implantação da Base Nacional Comum Curricular é o de promover a reformulação curricular da Educação Básica, norteando os conteúdos e as práticas do professor, o que, na verdade, já se tentou fazer com a implantação dos Parâmetros Curriculares. A proposta inicial seria atender a Constituição Federal que prevê a efetivação de um Sistema Nacional de Educação, amparado pelo Regime de Colaboração entre a União, os Estados e os Municípios. Como resultado preliminar, observamos que os temas: Base Nacional Comum Curricular, Reforma do Ensino Médio e as alterações na legislação educacional estão interligados entre si e diretamente vinculados às políticas neoliberais. Constata-se também que a real necessidade de se implantar um documento curricular nacional orientador do sistema educacional é a de incorporar, além das políticas públicas nacionais, as influências de organismos internacionais na formulação das propostas educacionais para o Brasil. Essas influências conduzem para a pedagogia do “aprender a aprender”, a qual ressalta a formação para a vida social, produtividade e formação do próprio indivíduo que, na verdade, agregam valores e ideologias neoliberais, de interesse do capital.
dc.description.resumoIn the present paper, we present a discussion about neoliberal policies and their influences on the educational system, highlighting the Brazilian educational reforms. The fact is that these interferences are not always clear and the school community is not always aware of them. However, this subject interferes on the construction of the society and, therefore, directly or indirectly affects the whole Brazilian population, but often, students and teachers do not participate effectively in the discussions that require their protagonism. Thus, this qualitative research was based on the reading of relevant documents and articles to support our discussions about educational reforms, highlighting the current reform, which is the implementation of a common national base and how it will reflect at school curricular organization, at the teacher training, at the teaching work and in the life of the students. It should be emphasized that the main objective for the implementation of the Curricular Common National Base is to promote the curricular reformulation of Basic Education, guiding the content and practices of the teacher, which in fact has already tried to do with the implementation of Curricular Parameters. The initial proposal would be to attend to the Federal Constitution that stablishes the implementation of a National Education System, supported for the Regime of Collaboration among the Union, the States and the Municipalities. As a preliminary result, we observed that the themes: Curricular Common National Base, High School Reform and changes in educational legislation are interrelated and directly linked to the neoliberal policies. It is also observed that the real need to implement a national curricular document guiding the educational system is to incorporate, in addition to national public policies, the influences of international organizations in the formulation of educational proposals for Brazil. These influences lead to the "learning to learn" pedagogy, which emphasizes the formation for the social life, productivity and the formation of the individual, that actually add neoliberal values and ideologies, in the interest of the capital.
