dc.description.abstractA educação é fundamental no processo de formação humana integral e apresenta-se como importante ferramenta de desenvolvimento social. Tanto é essencial, que está estampada no rol dos Direitos Sociais do art. 6º da Constituição Federal, sendo abordada também pelo art. 205 da mesma Carta, onde consta que se trata de um direito de todos e um dever do Estado e da família. Diante disso, o Governo Federal, Estados e Municípios desenvolvem políticas públicas educacionais diversas, conforme as competências atribuídas pela Constituição. Entre as políticas públicas e demais ações implementadas pelos entes públicos, aquelas voltadas à formação continuada de professores têm se destacado, visto que a atuação do docente em sala de aula é fator determinante na qualidade da educação. Nesta conjuntura, a presente pesquisa aborda a educação sob as perspectivas jurídica, sociológica e da gestão pública, e tem como escopo investigar as ações implementadas pelo município de Campo Mourão/PR entre os anos de 2017 e 2020, voltadas à oferta de cursos de formação continuada de professores e projetos atrelados às formações. Para isso, os procedimentos metodológicos adotados foram a revisão bibliográfica, com pesquisa teórica em livros, artigos científicos, legislações e outros; a análise documental, com a coleta de dados junto a órgãos municipais e sua respectiva análise; e a pesquisa de campo, com a aplicação de entrevistas semiestruturadas a professores, diretor e gestores do município. A pesquisa é exploratória quanto aos objetivos e possui caráter qualitativo quanto à abordagem. A partir dos levantamentos realizados através dos procedimentos citados, pretendeu-se formar um diagnóstico, identificando os pontos fortes, as fragilidades e eventuais problemáticas que envolvem a formação continuada de professores no município. Desta forma, pautando-se nas perspectivas de 03 (três) professoras, 01 (um) diretor e 04 (quatro) gestoras, pretendeu-se analisar os possíveis impactos das ações implementadas em prol da formação continuada e averiguar a eficiência e eficácia da atuação do município de Campo Mourão/PR, analisando se suas ações estão aptas a atender as demandas educacionais amplamente consideradas. Com isso, esperou-se dar uma devolutiva ao município de Campo Mourão/PR, a fim de que este tenha acesso à uma ampla perspectiva sobre a formação continuada de professores, viabilizando um eventual aprimoramento e/ou ajuste nas ações propostas.
dc.description.resumoEducation is fundamental in the process of integral human formation and presents itself as an important tool for social development. It is so essential that it is included in the list of Social Rights in art. 6th of the Federal Constitution, being also addressed by art. 205 of the same Constitution, which states that it is everyone's right and a duty of the State and the family. In view of this, the Federal Government, States, and Municipalities develop various educational public policies, according to the competencies attributed by the Constitution. Among the public policies and other actions implemented by the public entities, those focused on the continuing education of teachers have stood out, since the performance of the teacher in the classroom is a determining factor in the quality of education. At this conjuncture, the present research approaches education from the legal, sociological, and public management perspectives, and its scope is to investigate the actions implemented by the municipality of Campo Mourão/PR between the years 2017 and 2020, focused on the offer of continuing education courses for teachers and projects linked to training. To this end, the methodological procedures adopted were the bibliographic review, with theoretical research in books, scientific articles, legislation, and others; the document analysis, with the collection of data from municipal agencies and their respective analysis; and the field research, with the application of semi-structured interviews to teachers, principal, and managers of the municipality. The research is exploratory in its objectives and qualitative in its approach. From the surveys carried out through the procedures mentioned above, it was intended to form a diagnosis, identifying the strengths, weaknesses and possible problems involving the continuing education of teachers in the municipality. This way, based on the teachers' and managers' perspectives, we intended to analyze the possible impacts of the actions implemented in favor of continuing education and verify the efficiency and effectiveness of the municipality's performance, analyzing if its actions can meet the widely considered educational demands. Thus, it was expected to give feedback to the municipality of Campo Mourão/PR, so that it has access to a broad perspective on continuing education for teachers, enabling a possible improvement and/or adjustment in the proposed actions.
