    Políticas Públicas de Educação Especial na Perspectiva Inclusiva: Um Estudo sobre a Implementação na Rede Municipal de Ensino de Campo Mourão

    The present research had as its object of study the National Policy on Special Education in the Perspective of Inclusive Education and its implementation in the municipality of Campo Mourão. Documents referring to special education policies, normative documents at national, state and municipal levels that were part of the sample of the investigated universe were analyzed. This is qualitative research, whose objective is to verify how the National Policy on Special Education in the Perspective of Inclusive Education and the inclusive public policies of the state of Paraná are being implemented in municipal schools of Basic Education/Initial Years of the municipality of Campo Mourão, their existing actions and referrals. The research method is historical and dialectical materialism, since the theoretical discussion is based on a historical and dialectical process of reality, which considers the contradictions present in our current mode of production. It brings theoretical support in the Cultural-Historical Theory, as this theoretical approach is based on Marxian principles and is consistent with the purpose of the research. The methodological procedures used were theoretical and studies, field research through semi-structured interviews with professionals from the Department of Education, that is, with the Municipal Special Education Coordination, Secretary of Education, Elementary School Coordination / Early Years and Pedagogue of the Multiprofessional Team of Campo Mourão, carried out in person. It is possible to say that the historical trajectory of Public Policies on Special Education in the Inclusive Perspective made it possible for students with disabilities to have access to Basic Education, but it does not bring with it the latent concern regarding scientific knowledge. The data collected in the field research through the categories of analysis, namely, the inclusion of students in the Municipality of Campo Mourão; on Multifunctional Resource Rooms – SRM and the functional organization of Specialized Educational Assistance – AEE/SRM, show that legal referrals are in place, however, when analyzing the data, we identify students who are the target audience of Special Education in special classes, which contradicts the statements in favor of inclusion and demonstrate actions guided even in the period of integration, that is, they remain in the same school with their peers, but in separate spaces. We consider, then, that the process of inclusion in the school context is underway in the municipality, that its advances are considerable, but there is still a long way to go.
