MORGADO, Suzana PinguelloJULIANI, Marisa Eliete do Nascimento2026-05-182026-05-182026-05-182026-03-10https://repositorio.unespar.edu.br/handle/123456789/993The objective of this research was to analyze the interdisciplinary practice of professionals working in socio-educational measure programs within the accountability process of adolescents in conflict with the law in the municipality of Umuarama-PR, in order to provide insights for the understanding of the organization and functioning of these programs, contributing to the improvement of the local socio-educational system. The Statute of the Child and Adolescent (ECA) establishes the socio-educational system under the paradigm of Integral Protection; however, the neoliberal context and the criminalization of poverty lead to the prevalence of punitive actions to the detriment of emancipatory pedagogical practice. This research, linked to the field of knowledge of Society and Development in the research line of Human Formation, Sociocultural Processes and Institutions or Human Formation, Public Policies and Production of Space, brings an interdisciplinary and qualitative approach and utilizes the theoretical assumptions of Law, History, Education and Social Work, through the method of historical-dialectical materialism analysis for the understanding of the socio-educational context. The methodology included a literature review, followed by semi-structured interviews with the reference teams of the open-medium and closed-medium services, and data analysis. The results revealed the profound contradiction between the normative ideal and the materiality of social relations, by situating professional performance within the context of the penal and control State. The professionals of the socio-educational system of Umuarama proved to be qualified and demonstrated a conceptually robust vision aligned with the Integral Protection Doctrine regarding youth accountability. However, the operationalization of the measures is marked by partial efficacy, linked to the prevalence of punitive and control logic, the deficit of human resources, bureaucratization, and the absence of critical training and qualification policies. The research also evidenced a hierarchy of knowledge and gender that prioritizes control and security (associated with the masculine) to the detriment of technical and pedagogical work (associated with the feminine). Regarding the interdisciplinary dynamics, a distinction was verified: the measures of restriction and deprivation of liberty (Semiliberdade and CENSE Waldir Colli) operated in a model of multidisciplinarity, with a juxtaposition of knowledge, while the measures in Open Medium (LA and PSC) showed greater alignment with interdisciplinary practice. In all modalities, the lack of a unified institutional project and the difficulty in articulating with the intersectoral network render team cohesion and the effectiveness of the adolescent's inclusion in the post-measure period unfeasible. It was concluded that, despite the limits, the system demonstrated an undeniable transforming potential, anchored in the ethical strength and engagement of the professionals. The effectiveness of socio-educational action requires overcoming the logic of precarization, and, to improve the system, the research inferred the need for investment in three strategic axes: Permanent and Critical Training Policy, Supply of Human Resources, and the Structuring of Intersectorality as a Public Policy.Socioeducação.
